I disagree,
You'd have to *know* sources in order to come across illegal drugs. It would be much easier, IMO, to just walk into a pharmacy and place an order on an OTC drug. Like you stated, "if the kid is determined enough", you don't have to be "determined" to order an OTC.

I never said it was "all about protection", that was just one example I was giving. The gov't may also have decided to make them illegal because drugs don't hurt JUST the person taking them, but also the people around them, also perhaps because it won't have an effect on the crime rates in the country.
